Is Racism “Breaking Out?”

In response to someone on Facebook stating that he is sorry that racism in schools has “broken out” in the days after the election, I decided to do a little research. It seems that Texas is having some serious problems, but I could find nothing else in the headlines but this strange article.
It’s the transcript of a television news broadcast, I assume. But even so, do ya think the transcriber should have figured out the spelling of “Barack Obama” by now?
